          There is no "joke". The situation is humorous because he doesn't realize he's naked until it's pointed out. The humor comes from the juxtaposition of his expected behavior based on his situation, and his actual behavior based on his misunderstanding of his situation. He is then promptly embarrassed at his realization of his actual situation.

          It's not very funny so it's not really a joke, it could happen to all of us. Are you sure this is supposed to be humorous?

            You're right. It's actually meant to be a sad scene.
            Ichiban has lost his clothes and is lost himself. Ichiban does not realize this and is simply confused. Us as the audience know the terrible truth. We can only look on in despair as Ichiban slowly begins to realize his tragic circumstances. Finally the woman points out Ichiban's tragic loss, as he yells out in grief.
            Personally I burst into tears the first time I watched it.
