it came out last year, the talent agency representing yagami is preventing sega from release judgment to pc because they are insane jap boomers who covet their talent. sega had a falling out with them and judgment 3 is probably not going to happen.
Sega is pissed that the agency of the actor they are capturing for the protagonist is blocking them from porting the games to PC. That's why they don't want to continue with the series.

Considering they just told us they're finishing the story and we have in-development screenshots coming out just a few weeks ago I'd say probably November or December if they do it this year, February or March if they do it next year. It already seems close to being done.

Kimura is the main reason it sells in Japan. He's a massive name in the entertainment industry. This is like making a James Bond game with Pierce Brosnan as James Bond and then on the third game it's Gary Powell instead.
Replacing Kimura isn't as simple as doing someone like Hamura or Tanimura. They're effectively side characters. Hamura was in a handful of cutscenes and regular interactions at best and nothing else. Tanimura had one-fourth of a part in one game that's the shortest of all the parts and he doesn't even voice a lot of substories.
Replacing Kimura would require you to redo all the cutscenes, potentially redo all the disguises, voice the entire game including substories all over again, and so on just for one specific platform. You'd have to do this with every future release too. Yeah, they could offer not-Yagami for the people on console as an optional bonus download sort of like how they rereleased 7 with the DLC in Japan with the English dub, but I doubt it's worth it for just the PC market to justify effectively redoing an entire game's worth of content over again.
