    Developers became the side-bitches to the publishers, and now the publishers are basically the ones deciding what kind of vidya projects that they think people want to see.

    Don't get me wrong, even in the 90s it was still ultimately publishers and parent companies who would greenlight games, but the corporate behemoth wasn't as large, and so processes like Focus Testing, Market & Analytics research and internet-fads weren't as aggressive then. You'd still see games like Doom get aped by everyone else, and so on, but generally speaking there were more things attempted. The best selling genre wasn't exponentially out of pace with another genre, which allowed publishers to bet more freely on various things. It was also more justifiable to ask a 30-staffed dev to crunch out a game in 2-3 years than it is for a 250-staffed dev with 800 outsource staff.

    I think that's what happened. Publishers have all the control now, and more than that, it's the Market & Analytics departments at your EAs, 2Ks, PlayStation Studios, and Xbox, that will tell devs no until they pitch the kind of game that Analytics have already decided is the "safe bet". Thus, we get homogenized vidyas, and they're tested on the weakest gamers to ensure maximum playability, which hurts things like narrative/experimentative ambitions, and it hurts alternative forms of gameplay.

    The fact that all shooters ask you to hold L2/Right Click to ADS and R2/Left Mouse to shoot is a limitation few people even think about, when back in the PS2 days almost every "shooter" was trying something different. Having to hold Square to aim, and release to shoot, or let go of it lightly to unwiener the gun in MGS3 is a level of mechanics that isn't compatible with the idea that every shooter has to sell and do CoD numbers now.

        No, it's suffering from shareholders. Arguably much worse since to most of them the videogame market may as well be a slightly more stable NFT market.

    many studios died from the GFC
    and the remaining ones downsized and took no risks to stay afloat
    they still take no new risks, all it takes is 1 or 2 underperforming games and it's OVER
