PS1 launched in 1994, and the last major releases for the SNES were in 1995. There was a short hype train for 32bit in around 1992-1993 but it got disemboweled by the reveal of the PS1 being 64bit.

There were a few factors, but mostly it balanced on Nintendo being too restrictive and PS1 CDs being incredibly cheap to produce. Sony were also a newcomer and so didn't know how to fuck over 3rd party publishers yet, so everybody was jumping on board to put games on PS1.
Nintendo trying to force its restrictive licensing deals on N64 publishers just meant they went over to PS1 instead.
Nintendo turned towards tyranny in its home market which caused a lot of japanese devs to jump ship to literally anything else. Just so happens that at the same time CD gaming was becoming a thing.
Both combined meant it was possible for developers to get damn near anything published for a very low price, as long as they weren't developing on Nintendo.
Sega CD was a mild success and the 3DO even more so. But while devs loved the 3DO the sales proved lackluster. It wouldn't be long till Sony came along with the PlayStation and had all the advantages of the 3DO combined with the might of the consumer electronics supergiant that Sony was back then.
The rest of the market being 50 different niche PC architectures with terrible multimedia and graphics support compared to your average console or arcade cabinet didn't help things. I don't even think it was directly because Nintendo shit the bed with all the third parties in it. Sony just offered the bare minimum for 3d and multimedia with low fees and good dev support.
Also worth mentioning that ps1 had a pretty mediocre start and the lineup was almost nothing like what it became known for. It's like that year Nintendo won e3 by not fucking up entirely.
