    Either Marlon or Wulfric.

Wulfric is definitely worse, at least Marlon's pokemon are more or less threatening enough on their own. If they just gave him one more he'd be fine.

Can't blame Wulfric for being dealt the shitty Ice card. Every single Ice type specialist in the series has always been saddled with shitmons that can't defend themselves. Even Gamefreak knew this, which is why they tried (and failed) to replace Brycen with the trash team in the OP.

why the frick did they stop giving trainers four moves

Given that the AI cannot do long term strategy well, it can be justified as a way of preventing them from fricking themselves over.

I feel bad for Wulfric. Making ice type the final gym in the game where PC gets free lucario is just cruel.
And he even says that he might get destroyed in character. Poor guy.

    >good levels

    >4 moves

    >no overlapping dual types
I don't think this looks bad but I'm not gonna bother checking every last gym

also it's water and not a shit type like ice

      Either Marlon or Wulfric.

this one is definitely way worse, no question

    >Giovanni
8/10 Nice overall team and a cool twist having the villain be the final Gym Leader, but what were they thinking with that FRLG team?
    >Clair
7/10 A decent challenge with that Thunder/Fire Blast/Surf Dragonair trio and of course that damn Kingdra, and it was fitting having Lance's cousin be the 8th Gym Leader, but loses a point for the repitition. Should've had a Lapras and a Gyarados.
    >Wallace
6/10 Too many shitmons like Luvdisc and Sealeo, but at least he has Milotic and a team of 5.
    >Juan
5/10 Generally found him tougher than Wallace, but frick the Water-type spam in Emerald. Also still has Luvdisc and Sealeo, and loses a point for not having a Hoenn ace like the rest of the Gym Leaders.
    >Volkner
6.5/10 Never found this fight memorable, but his DP team is fun, and his Pt team is at least pretty strong.
    >Drayden/Iris
5/10 They're just Clair but worse. It's also when the 3 Pokémon team shit started, so loses a point for that.
    >Wulfric
3/10 Absolute garbage. What were they thinking?
    >Raihan
6.5/10 First non-mono-type Gym Leader since DP, and actually tried to utilise weather in some way... just not very well. Gets points for trying at least.
    >Grusha
4/10 Better than Wulfric but still one-shot his team with Skeledirge.

Also, I just realised I forgot Marlon despite him being in the OP.

      >Marlon
5/10 Forgettable as frick. And his team sucks. But at least he's not an Ice-type user.

Marlon's team is mediocre, but I think Wulfric's team is still the worst.

Ice is one of the weakest types defensively.
XY is a game where the player has a choice of 2 Fire starters.
You also have the choice to adopt a free Mega Lucario (Fight/Steel) with pre-determined perfect IVs.
Wulfric only uses 3 Pokemon, when Kalos actually has a-lot of good Ice types in its Regional Pokedex. Why not give him Lapras, Weavile, or Mamoswine for example?
Who runs Abomasnow without Blizzard? And why doesn't Abomasnow have a 4th move?
Also why not have Mega Abomasnow?
In a game that already gives you several resources, it's like they ACTIVELY made this Gym as braindead as possible. And yea, they wanted to make the series increasingly accessible, but it just makes the boss less memorable in the long term. It sucks to be an Avalugg fan btw.

Now that I think about it not having mega Abomasnow is baffling. He’s the last gym leader, surely they could have given him a mega? Give him another two pokemon while you’re at it as well.

The worst final gym leader will always be Red and Blue Giovanni. I mean look at this shit:
    >a grand total of one actual ground type damage dealing move on his entire team, and it's Dig on a very underlevelled Dugtrio
    >most of his team gets unironically walled by fricking rock types
    >gen 1 AI was so genuinely shit that if the AI didn't have a supereffective option available against you, it would attack randomly, meaning that Nidoking and the like have a very good chance of just using Scratch instead of their maybe threatening moves in Thrash or Body Slam
    >OHKO move hit rate worked off base speed in gen 1, if you have a higher base speed than an opponent using an OHKO move it will always fail, and the only 3 fully evolved Pokemon with slower base speed than Rhydon in Gen 1 are Slowbro, Snorlax and Parasect - Rhyhorn is the 6th slowest mon period
    >Giovanni has a Guard Spec for all of his Pokemon that he absolutely loves to abuse for zero reason
    >and most egregious of all, in order to even get to this point, you have to have obtained Surf and gone through routes with ton of water Pokemon who can all easily clean his team
Completely irredeemable, and Yellow proved they could actually make a good Giovanni team, hell even in FRLG where they inexplicably make it a Rhyhorn his team is still way better since they all have Earthquake.
Even Wulfric, Marlon, etc. all the gym leaders that come to mind for worst at the bare MINIMUM have strong STAB moves on all of their Pokemon. Red and Blue Giovanni is just atrocious design.

To give Giovanni credit though, he was the final back when kids were 8-10 at best, so the whole idea of how to battle correctly wasnt really established yet so I can see a kid having a somewhat tough time if they didnt prepare

        Anonymous

That really doesn't matter at all, for two reasons. One is that even the dumbest kids would figure out Surf is a pretty strong move and could catch a Water type (literally the level 30 fossil you get can obliterate this battle).
Two, is that, because the movesets are so fricking bad, Giovanni has a low chance of actually doing anything remotely useful. Rhyhorn, Nidoqueen and Rhydon have basically a 25% chance to actually hit you, though with him spamming Guard Specs (at a 25% rate every turn) it's actually less than 20%. Nidoking and Dugtrio have it a little better but there's still only about a 50% chance after a 75% chance (or 1 in 3) that they use one of their actually damaging moves.
Unless you're just a completely moronic child mashing A and not paying attention at all to what's going on on-screen there's no way you'd fail this fight. And even if you were, there would've been no way you would have made it past Misty or some other early game wall.
It's legitimately only one or two steps above just a straight up scripted battle.

8-10 year old kids still play Pokemon today so I'm not sure what your point is.

I don’t think final gym leaders have a great track record. The only ones I think have ever given me challenges are Clair, Marlon and Grusha. With Marlon my White 2 teams have just so happened to not have good options against water every time I’ve played through and with Grusha that’s only because I first fought him like 15 levels lower but destroyed him when I came back at the proper time.
I don’t tend to remember them all that well either. Like I remember the last gyms decently well but I could not remember most of their teams.

Look at the differences in movesets and see what actually deciding to not frick aorund can do

    without a doubt, it's drayden/iris.
sporting the incredible combo of dragon dance + dragon tail not once but twice, you're hard-pressed to take any damage as the AI boosts its speed then proceeds to use negative priority moves.
plus they only have three mons total.
