Probably. I would assume it also has to do with their style of education when it comes to arts.

The best soundtrack in any game is fable 1 and it isn't japanese.

Even midtier shit games like Octopath Traveller have banging fricking OSTs. I think I watched a video once that explained that Japanese game composers like melodies and they also design their scores' tracks to be repeated, so they have to be catchy. Once they are catchy, they are both memorable and not grating. It's a delicate balance they have mastered. Western games on the other hand uses environmental pieces of music, more cinematic and aesthetic than melodious. They're more forgettable because they blend in to the game so much.

These are the names that come to mind. I know there are others. Blizzard games had pretty cool music but I don't know the names if the composers.

You might like the Unreal OST. It’s is by the same 3 composers, and sounds very similar, but is much less refined.

They have traditionally put together teams where the musician was valued equally to writers, programmers, and artists.

This means they're involved to a much greater degree than in the west, where music is often thought of as something you can buy on the side.
