The best soundtrack in any game is fable 1 and it isn't japanese.
Even midtier shit games like Octopath Traveller have banging fricking OSTs. I think I watched a video once that explained that Japanese game composers like melodies and they also design their scores' tracks to be repeated, so they have to be catchy. Once they are catchy, they are both memorable and not grating. It's a delicate balance they have mastered. Western games on the other hand uses environmental pieces of music, more cinematic and aesthetic than melodious. They're more forgettable because they blend in to the game so much.
