I'm not sure that's true, we live in a world surrounded by so many accents and foreign languages that you pick it up pretty quick.
Nta but it's entirely true; you don't retain the ability to notice subtle lingual differences as you age unless you are immersed in that culture, for example, Asian children are able to distinguish L and R sounds but by roughly nine months they lose this ability.

To an extent. Regardless of the language, you can pick out anger, fear, amusement, etc in the way dialogue is delivered. If you know a scene is meant to be serious and sad, and they don't sound like they're fitting in with that theme, it's easy to spot.

Japan is one country, with a united culture so everyone is on the same page. Now try and say the same for white people, all across thousands of cultures.

Because it comes with a budget, the only western games you will find with good VA are AAAs, Rockstar games always had very good VAs, so do most AAAs to an extend, as soon as you go under massive limitless budget, VA is one of the first things to cut costs on.
