His few speeches in the game are fine. It's just Kojima being a shit voice director. Similar to how BiBo sounded like he had throat cancer in Peacewalker, but it is clear Hayter can still do the voice but Kojima just wanted him to play it up.
I hate it when there are real life actors in videogames. It's even worse when they are recognizable from movies. You look at OPs pic and you see the guy from walking dead not a new original character. It ruins the immersion.
