3D game controls were still heavily experimental at the time, and analog sticks weren't a standard yet. They needed a control scheme that would allow the player to move and shoot accurately with just a d-pad. It would not be possible to aim in more than eight directions without the tank controls.
Whatever the case, more games should control like that nowadays. It's a great fit for horror games, and in fact, any kind of game that is more about resource management than pure shooty skills.

They are how they are because of the permanently changing camera perspective you dummy. Having them be absolute to the character instead to the camera makes sense. And I believe there was no Dual Shock controller yet when it originally released. Also 14yo me had 0 issues with the controls so why do you?
