Back in the day, detail was done agnostically. Meaning a character having panties is not a matter of sex appeal, politics or whatever culture war bullshit, it's simply a 3D artist doing their job. In fact, what was seen as odd was a character having a black void, Mario series was the only notable example I can think of from the time and even then Smash Bros gave those characters bloomers or something.
That women in skirts who jumped around would sometimes flash the viewer for a few frames here and there was just a matter of consequence between the model, skirt physics and giving the player a good angle for the action.

This is actually kind of an interesting point since Coco's princess outfit in CTTR notoriously also has visible panties under certain circumstances during the races.
