Because they did it twice before and they lost money. They sold Undead Nightmare/Episodes of Liberty City, two gigantic expansion packs to existing games, and it just didn't hit the numbers that they thought they'd hit. You might as well call EFLC GTA IV 2. But it just wasn't profitable in the long run to keep it going.
i dont think its as simple as blaming GTA Online. games are simply becoming more expensive to produce. making something like this would cost a lot of money. would they make a profit off it? probably, but at some point it doesnt become worth it to produce a really big DLC because its a large money sink.
rdr2 is too beta for such unadulterated fun. also i think it's better to continue the storyline with charles maybe, his lone wolf style will suit the story pretty well

Barricading buildings and defending towns with other players sounds fun.

Development costs could easily be offset by homosexual companies not spending 5x the dev cost on marketing
