The game will be shit either way because they'll cater to GTAO retards anyway the same way they dropped RDR2 altogether to focus more on GTAO. Just accept that GTA/Rockstar is dead now. In the best case scenario, we eventually get remasters of classics like Man Hunt, Bully, and GTA IV, worst case scenario we get sequels to Bully, RDR2, and the inevitable shitty GTA6 which will of course be disappointing.

RDR2 was still very much focused on single player, until they saw how much money they could milk out of GTA:O.
There's literal evidence of this in RDR2's development. They finished remaking a huge chunk of the map from RDR1, which wasn't just meant for the epilogue, as there's evidence of this in Arthur's voice lines to things in that area. Then they decided to scrap all that, and just focus on the online component.
There is absolutely NO REASON for GTA VI to have any single player content.

There are actually placeholder names for online characters in the leak, it just doesn't happen to base Jason/Lucia. There are also a few scripted cutscenes with unique dialog between them, which makes OP's idea simply retarded.
