Putting them late game makes them easier to train. Putting a dragons shitty weakass 1st form in an area that's 3 levels below when it would evolve makes training it up instantaneous and easy as frick. Putting that first form early game and making you get through the slog of training it while it's much weaker than everything around it until it finally evolves in the 40s it actually difficult to train and fits that lore better.
