Story-driven games were a mistake.The gen 3 GTA games had some story but most of the plot centered around heists but then GTA IV came with its gay PTSD melodrama and ruined everything.

Tommy stopped taking orders from people the moment he took out ricardo. Thats literally the plot of vice city, and the reason Sonny came down to take him out.
Wasn't that exactly Sonny's plan? They send in Tommy to prepare grounds for them taking over the city; and until last missions he was following that plan more or less.
If Sonny was screaming less on the phone and not for that moron Lance, that could've worked just fine for mafia with Tommy being their representative in Vice city.

Apart from the other reasons, while Trevor is a typical psychotic drug addict which is admittedly pretty scary, Tommy is sober does all the psychopathic mass murdering in Vice City, like chainsawing that fat guy in public. He's just a remorseless killer.
Tommy exists in this sweet spot in gta where rockstar wanted to develop their characters enough to have a voice and personality but not try and make them morally complex under some idea that anything you do outside missions is non-canon.
FACT: Tommy is the epitome of everything a good GTA protagonist should be. All of this moralising bullshit Rockstar have tried to do with their main characters from Niko onwards is cringe.

He is not a drug addict or an alcoholic, but he will do anything to achieve his goal in a bevvy of ways. That's simply how the Italian Mafia operated. Tommy was harassed by Sonny, so Tommy had to act ruthlessly. Either he would find the money, or Sonny's people would give him cement shoes.
Trevor is a try-hard who over explains his own motivations or lack thereof, and makes sure to look the part of an edgy sociopath. Tommy wears a nice shirt, goes to normal restaurants, sleeps in comfy beds, and then casually goes and kills all Haitians in Vice City.
