Seems like the gaming industry is like the anime dubbing industry where the casting directors all hire their friends and basically create a special club that allows only certain people to ever be hired onto projects.
Nepotism is how 99% of people who make six-figure salaries earn money. If they happen to be qualified (which is like 1% minimum) than so be it. It sucks but its how the world works.
It's not a terrible read, but it just doesn't fit Kiryu's character. That voice seems more suited to a side character or some other (preferably new) main character.

Subtlety isnt exactly their strong suit. There's only a handfull voice actors than have the chops to do anything remotely close to serious drama and alot of producers just hire actual actors to do it in mo-cap instead of going through the hassle of finding some half decent voice actor.

I would say by and far the best examples of British VA's especially this year alone with FFXVI the voice cast was praised highly, Baldurs gate 3 the voice cast was again praised very highly whereas the Resident Evil 4 remake one of the major complaints was the absolutely atrocious Ada Wong VA who sounded exactly as if she were reading lines as they appeared with no emotive or expressive intonation.

So when you get some voice actors that the public accepts as good it's safer to just reuse them, rather than find a new VA that sounds scientifically identical but the audience decides is shit because a bug flew past them or they had too many beans that evening.
Literally every industry has a job market problem because they want to pay everyone pennies while expecting them to be god wizards at everything without needing training. Once the VA industry feels like doing more voice training, youll see more voice actors.

No, the problem is not money it's the lack of hiring outside talent from non-union credentials, casting agents are also a problem because they tend to be unable to decipher what actor is suitable for what role therefore you get a Swiss army knife for a VA who is capable of performing many roles like Noland North or Jennifer Hale.
There is also a huge problem with the hiring being so focused on one State that being California. It is incredibly strange especially given access of technology with the ability to perform VA's from any part of the country, or World for that matter yet the preference for most games to hire their VA's is from a certain Californian based acting agency that is Union aligned.
