I consider King Piccolo and the 23rd to be two different sagas mainly because I don't really think King Piccolo was that great. I would even put the RR above it.

But yeah they pointlessly adapted Z into an open world game when there's far more potential in making a gameset during Goku's 3 year solo training journey if you want to do open world. You get to right a bunch of all new content.

Also, DB fans are just kinda weird with games. Bandai slapped Budokai onto the title for a lot of their fighting games because they thought that was important for fan recognition. And the Tenkiachi games sold worse with every iteration despite constantly getting better
