It's a Bethesda thing. The others just don't feel like trying.
Because as much as people like to shit on Bethesda, these type of games are still more high effort than Ubishit.
Closest non-Bethesda game that comes close is Kingdom Come Deliverance.
I definitely enjoy games where I can go inside a building and loot everything that isn’t nailed down but I can count on one hand the amount of games that allow this.
Why would anyone want to replicate a shitty game?
You can't refute the relevance, variety, and depth of Skyrim, as an RPG, or as a video game.
Economy, exploration, roleplaying, immersion, stimulation, excitement, and fun are fundamental and correlative.
People want to live in a fantasy-meets-reality world, and games would be more than the usual 1-5/10 if a few specific designs were usual, especially open world gathering, crafting, trading, and competitive multiplayer. Ubisoft is somewhat of an especial, but any company can easily and quickly put together quality experiences. Gameplay is still the most important notion, but an economic, deep world carries a game much better than combat.

morrowind has the most soulful ost, so much soulful that bethesda put some of it in skyrim.

Because they are awful? PB uses JRPG progression. Gear is locked behind moving forward in the story so it's basically grind until you can push past a milestone then grind again. It's like dragon quest in 3D. Khorinis being nifty doesn't excuse the abomination that is everything else they have done.

You can clear the island in chapter 1 and acquire new weapons while doing it. Story is also made in a way that you naturally avoid tougher enemies(or have help taking them on) while doing it so you can easily advance if you want to. Did you even play the game?

Yes, you are absolutely hard power capped based on story progression. The SAME merchants even automatically upgrade their gear based on how far along you are in the main quest. Have you ever played anything other than Gothic and Skyrim?

Almost all of these are gated behind acts. Even the ones you "find" are in areas that are locked until a certain part of the story.

most devs are afraid of giving the player too much freedom, because it causes bugs, glitches, imbalance and lack of polish. Bethesda don't give a frick, they say "who cares if it's rough, it's worth it if the player can do whatever they want" and they're right. tldr other devs lack confidence and vision

Despite how much bethesda hack it, their style of open world takes a frickload of work and demands a frickload of attention.

You're both kind of completely wrong about this. Sure, making any game is a lot of work, especially a AAA one, but Ubisoft games have many many more man hours put into them than Bethesda's. The Elder Scrolls games are made by relatively small teams. For example all the art for every dungeon in Oblivion was made by just 2 people. Ubisoft can barely make a single achievement icon without putting 600 people on the task. For Wildlands they had an artist whose job for 3 years was to paint cracks on the bricks. He was the brick crack painting guy. He posted a tutorial about it on 80.lvl. Ubisoft dev teams are frickin HUGE, usually over 1000 people per game.
Sounds like a lot of effort for something even more forgettable than Oblivion's dungeons
Yep, Ubisoft games are utterly soulless. Probably there's a correlation between too many devs and lack of personality in the end result.

You can enter every house in a Bethesda game. But the drawback to it is every city is only like, 5 or 6 houses. That seems pretty shit if you want to make a big, open world city that feels large.
I just want fricking Elder Scrolls 6 or whatever.

My life is terrible and I just want a freeform western fantasy RPG where I can pretend to be someone else.

I would say there have been plenty of Elder Scrolls like games in the past 11 years but nobody even knew they existed because they didn't get popular because nobody really cared
