Diminishing returns. The models are already about as good as performance can tolerate, it's all bottlenecked on rendering engines now.
But graphics have gotten WORSE.
Look at Arkham Knight vs Gotham Knights.
This is a simplified view. There's more to a game's presentation than the models themselves.
The lighting in TW3 was borderline cartoony.
Compare that to CP77 with full path tracing on, and you can't even compare the two.
The next big step games can take, beyond lighting, is much more advanced physics and AI.
But neither of those are really being worked on, since you can't outsource either of those to pajeets.

Because 99% of new games that released so far this gen are cross gen, so they don't take advantage of the new hardware
starting next year i think we'll actually see more games use truly next gen graphical features like ray-tracing and nanite, and the gap between ps5/series and ps4/boner will actually become noticeable

Ray tracing is a dev tool, it doesn't actually make lighting better, it will likely make it worse because devs no longer have to pay attention to good lighting

It can make lighting more realistic. Whether that is "better" is up to personal interpretation. Rasterized lighting often creates stronger contrasts than realistic lighting does (in order to make colors pop out more), so I think most people who've grown up on rasterized lighting will never really like raytraced lighting because they'll think it desaturates games.
realistic rasterized lighting in the seventh gen already did this, look at any of the new crash or spyro games and you'll see washed out lighting.
ray-traced lighting looks better than baked or traditional lighting when the game is specifically designed for it.
right now we're just seeing it mostly slapped onto shit that wasn't designed with it in mind that thats why it looks worse in comparison (for example how it messes up the cyperpunk cutscenes). Pic related is a game made with ray-tracing from start to finish

alan wake 2, cyberpunk, and i think metro exodus enhanced are the only noteworthy games with full path tracing rn and their lighting hard mogs every other game in existence's lighting right now

yes they fake lights but not the technical properties of a light ray, there's nothing stopping devs from inserting impossible sources of light in their games to make it look more striking.

Graphics stopped progressing once developers/publishers realized that the vast majority of their customers are console gamers so the graphics are crafted around system's capability, and PC gamers who don't actually buy new hardware but they're 2-3 generations behind on average. So why make games that advance graphics?

They have progressed though. Lighting has gotten much better in games. Textures haven't though because that's an area of heavily diminishing returns and it's not worth it to go further when most people still play on consoles or 1080p.

God of War and TLOU2 models are way more detailed than those in The Witcher 3.
Because graphics are already very good, but we see it through shitty 2d monitors so it will never look good enough. VR is the future, and in VR our hardware is too shit to handle good graphics and high frames.
