Because the people making the games aren't black. I think many/most white progressives tend to think of "representation" for non-white characters in the most literal way possible, i.e. a black/asian/latin character that looks like the median black/asian/latin person. The idea that non-white people would also have an interest in seeing fantastic, beautiful, idealized versions of themselves in media is never really considered.
The way Chinese/Japanese/Korean devs design "asian" characters in their games is a perfect example of this disconnect. I remember years back when there was a controversy over the Mirror's Edge sequel, with a lot of east asian gamers being aghast at how "ugly" Faith looked, even though she was just a standard 6/10 young Chinese woman.
It also helps that Mirror's Edge controversy that all most people ever saw was the promotional CG poster that for some reason used a much, MUCH uglier model for Faith than what the actual game went with.
It had to be some kind of sabotage, because why else would you pretend your game has a babboon-tier protagonist in the marketing when in the game proper she's actually quite lovely?
