My theory is that cdpr realised that their game wasn't gonna be good on a fundamental level because of how basic the design is and how many corners they had to cut. So they intentionally butchered it as much as possible, sloppy coding, glitches, horrible mechanics (i mean come on there is no way a decently competent developer could frick up that bad, it had to be somewhat intentional), thus creating a media scandal that got the game even more attention at the cost of a bit of reputation (which they could take because they are playing the long game), then polish the game over the next two years restoring their reputation and tricking people into the narrative that the game is good now and it was just the bugs that made it bad not the gamedesign. Add an anime because gamers love anime to conclude their marketing strategy and done. Cdpr manufactured their own redemption arc as a marketing ploy, plain and simple.
Because other major studios paid shills to review bomb it on launch and gaming journalists to write bad articles about it but people eventually played it and realized it's a good game.

MC makes some friends, dabbles in a little romance, his friends die, MC becomes some manner of fallen hero. As typical as you can get but with a fun setting of cyberpunk. Cyberpunk is as shounen friendly as you can get, it appeals to all varieties of people so it's not hard to understand why people enjoy this generic plot and cast.
Of course for those who don't watch much anime it's wholly unique to them.
