First game was only Power and Wisdom. Ganon stole the power Triforce and Zelda hid the Wisdom Triforce by splitting it into 8 pieces. In order to beat Ganon, you must find the 8 pieces. Moral of the story, power can be obtained quickly, wisdom is superior, but must be obtained slowly. Or something like that.
Enter Zelda 2, they decide to add a third triforce, because the power and wisdom triforces are still recovered as per Zelda 1. The plot is that an ancestor of Zelda is in an eternal sleep. To wake her from her sleep means not giving up... so courage.
I thought the inclusion of "courage" kind of dilutes to significance of power vs wisdom from the first game, though it kind of makes sense. Without courage, power and wisdom are meaningless. But, on the other hand, courage was basically implied so no need to add it. They could have come up with a more interesting third triforce.
