I did the math one time when this topic came up and objectively Pidgeotto is stronger in just about every aspect. I think it took slightly more damage on Physical or Special side or something, but that's it.
Not as easy as you'd think, Gust hits reasonably hard since it's physical in gen 2, mud slap can be a bitch. Plus flying and ground actually covers a bunch of the early game mons
The sad part is that in universe he's borrowing from his dad. Johto should be called Johko. >first gym is route 1 shitmons >second gym is kakuna and metapod
Gym leaders don't fight you with their own team until you have eight badges.
Do you think Brock crushes every Bug Catcher that visits the Pewter City gym with his level 42 Kabutops, or do you think he gives them a tough but fair fight for a beginner where he holds back with a limited roster, like in RBY?
Because he's an elder while Falkner is a novice gym leader. Also because you can fight him after Falkner in GSC, but you would know that if you would play the fucking games.
because the moveset is shit comparitively, plus the BST of Hoothoot vs Pidgeotto. It takes more than 1 level to become more difficult. This is what Johto detractors wanted for Falkner
Honestly that's a good headcannon. Either that or he's his grand dad and Violet Gym is passed from generation to generation.
Also, Bellsprout Tower sounds like like a good place for a gym so we can assume that it was its original purpose before actual gym was build in city.
He's an elder.
I haven't played Gen 2 in a long time and honestly thought those levels were an edit. I guess Johto's level curve really does suck.
levels aren't everything
pidgeotto is much stronger than anything li has

>Why is an elder stronger than a little kid?
Name one reason why he should be weaker than Falkner.
This.
Also this.
>little kid
he’s gotta be in his teens
How the FUCK do you become a gym leader with a level 7 pidgey and a lv 9 pidgeotto?

.
Then why does Norman in gen 3 refuse to fight you until you have 4 badges?
special treatment as his kid. He didn't want to face you with kiddy gloves on. He wanted to at least pull out the teen gloves
He's the real gym leader
Nepotism
Why not? You can do them in either order unlike the shitty remakes that hold your hand.

Bellsprout tower is bigger than the gym anon.
In-game levels have always had inconsistency flaws with canon/lore. Its why it isn't taken seriously.
>Elder Li
>Elderly
Kino work by the translators

Honestly at Lv 9 they could've even given him a Pidgeot. Imagine the mindfuck that'd cause as a kid.
He's his dad.

He wasn't.
You could fight them in whatever order you wanted
