      I did the math one time when this topic came up and objectively Pidgeotto is stronger in just about every aspect. I think it took slightly more damage on Physical or Special side or something, but that's it.

      Not as easy as you'd think, Gust hits reasonably hard since it's physical in gen 2, mud slap can be a bitch. Plus flying and ground actually covers a bunch of the early game mons

      Gym leaders don't fight you with their own team until you have eight badges.
      Do you think Brock crushes every Bug Catcher that visits the Pewter City gym with his level 42 Kabutops, or do you think he gives them a tough but fair fight for a beginner where he holds back with a limited roster, like in RBY?

    Because he's an elder while Falkner is a novice gym leader. Also because you can fight him after Falkner in GSC, but you would know that if you would play the fucking games.

    because the moveset is shit comparitively, plus the BST of Hoothoot vs Pidgeotto. It takes more than 1 level to become more difficult. This is what Johto detractors wanted for Falkner

      Honestly that's a good headcannon. Either that or he's his grand dad and Violet Gym is passed from generation to generation.
      Also, Bellsprout Tower sounds like like a good place for a gym so we can assume that it was its original purpose before actual gym was build in city.
