This is a case where technical limitations impacted the art design and the result was better off for it. The PS1 made the design require flat surfaces and hard angles to keep the poly count down and the textures had to be rather basic which meant a lot of steel and simple parts.
The limitations meant the design turned out somewhat practical. They couldn't go crazy with nanotech or circuitry so it ended up looking more like an actual piece of machinery.
He's a big headed mechanical T-Rex and he's called REX and he came out at a time where dinosaurs were still cool and trendy
