SInnoh decided to go all in on legendaries since they seemed to be the most popular pokemon so they stuffed the gen full of them
My theory is that Phione are a Manaphy’s servants and protectors as a part of their “royal court”; since Manaphy is called the Sea Prince. Manaphy give birth to Phione much like the way Queen Bees give birth to soldier bees to for a colony.
The reason why Phione doesn’t evolve into Manaphy is because not any old Phione is worthy of becoming the Sea Prince. I think a new Manaphy is born every millennia and destined to become the new Sea Prince

PLA is the only game worthy of your time. LG: Pikachu/Eevee has the best graphics and nostalgia points but the gameplay itself is horrifyingly tedious. Sword/Shield is more of a gray area, you might find yourself liking them or hating them. Their DLC is a mild improvement however. So far, Scarlet/Violet is the buggiest, most troublesome switch pokemon games so far. But who knows, their DLC might improve them. My suggestion is, keep your money for now.
