Most devs at the time were barely utilizing dual-core processors. Writing thread-heavy/parallel code at the time was not in any game dev's workflow, which PS3 absolutely needed.

This. Around the time PS3 was new, mainstream CPUs were still lacking. This is why some government agencies leveraged PS3s, because commercial CPUs at the time sucked in comparison. Sandy Bridge was the first big break commercially, though Xeon CPUs were still top-dog.
Those agencies sold off all their ps3 after a few years of use, and likely spent some time collecting dust before being sold off.

Not really. They were circulated around quite well. People came out the wood works to snatch them pretty much lol. I recall seeing pictures of them on here years ago. I think many still kept the "property of US Govt" stickers on them. Keep in mind these were the OG fat PS3s, and A LOT of people wanted these specific PS3s regardless. The previous ownership was likely a novelty to many of these later owners.
