There are also copyright issues and other problems that could arise in overseas markets, so a publisher that lacks the resources or interest to deal with that shit can just put up that disclaimer. That way they cannot be held responsible for anything that happens outside of their domestic market. It has nothing to do with racism or elitism. They're simply covering their asses.
