      It makes sense that a publisher that has no legal representation abroad would want to keep its business to domestic markets. There are also copyright issues and other problems that could arise in overseas markets, so a publisher that lacks the resources or interest to deal with that shit can just put up that disclaimer. That way they cannot be held responsible for anything that happens outside of their domestic market. It has nothing to do with racism or elitism. They're simply covering their asses.

    No its not moron. Used games are a larger market here in Japan than anywhere else. Thats probably just a sticker on a demo disc or a something a publisher put on to trick people into buying new games instead of used ones.
