To be fair, one guy had a realization later in life how he just wanted to stay near to his son and protect him from the shadows instead of selfishly pursue PROMOTIONS!
You kind of missed the point that the Tojo Clan was barely functioning as an organization by the time Yakuza 3 rolls around.
A guy like Kanda wasn't even a family Lieutenant a mere game prior, but became a patriarch just by not being caught up in the events of Yakuza 1 and 2.
Meanwhile in Yakuza 0 was the Tojo Clan at It's peak, and specifically, the Dojima Family at It's peak, easily being larger than any of the other families in the Tojo Clan.
So being Lieutenants in the Dojima Family in 1988 almost definitely meant more than being a Patriarch of some shitty glorified crew in 2009.
I mean, the Kazama Family in 1988 was merely a subsidiary of the Dojima Family, in the intervening years between 1988 and 2009, it barely got any stronger, and yet is its own independent family headed by Kashiwagi, and is supposed to be top dog before Kashiwagi gets spliffed.
That says more about the poor shape the Tojo Clan is in 2009 than anything else.
Kashiwagi was also considered a completely garbage leader and no one respected him.
Which really just drives the point home even further how terrible the Tojo Clan was in Yakuza 3 that this is the goober who was in charge of the whole thing for the most part.

Yeah the Tojo is running on fumes by the time of Yakuza 2 and by LaD they become glorified mall cops or something. Nishiki's plots took down the entire legacy of the Tojo and the last competent leader jumped off a roof in Yakuza 3. Any of the three lieutenants from 0 would have been head of the clan in the Yakuza 2 era onwards

You might be surprised to find out that Yakuza peaked in their political power in the 60's in Japan. That doesn't mean their wealth peaked then, but they had less overt pull as time went on.

I'm only at chapter 11 but Judgement's plot actually kinda sucked. Well, it's pretty cool until they got to the point where they have to chase after the big bads hidden in their respective hideout. the writer just can't write scenarios that are actually plausible.
I mean, as dumb as yakuza games are, there was never a point where kiryu can just knock out a bunch of security agent in a government backed mega facility AND hid inside from night until sunrise without anyone chasing after him.
The lowest point is where yagami tried to find hamura by provoking every matsugane family establishments... and then surprised when the entire family jumped on him at full power. Guy doesnt have a plan whatsoever, it just doesnt make sense when you consider how careful he is at the start of the game and this took place at the point where he's at his peak mental game.
It's still fun if you see it as "kimutaku's bizzare adventure" kinda thing, but the western fanbase really hyped this one as a masterpiece. There are sillier yakuza games with more outlandish plot, but this one broke my suspend of disbelief the hardest.

It's not mediocre, it's awful. The combat is much better than DE yakuza games, but for the most part still balanced like yakuza 6 because how ex boost/heat mode works.

They were the top enforcers of the Dojima Family. The Dojima Family were basically the top dogs of the Tojo during Y0.
what order should i play the yakuza games in?
ive always thought release order was better than chronological in every other medium, but kiwami came out after 0
Release order if you want to have smooth transitions between games and see all writing, mechanics, and gameplay advance with each game. You start with a more unpolished game in 1 but it's still fine, and they get more involved as you go forward.
Modern order (0, K1, K2, Remastered Collection, 6, Judgment, 7, Lost Judgment, Gaiden, 8) if you want to start with a strong game but jump all over the place in mechanics, writing, engines, gameplay, and more. You will get a different view of certain characters (For good and bad) but will also be given the wrong expectations for the series like with styles (Primarily only in spinoffs), Majima (He only acts like that in flashbacks during 4 and it kind of spoils stuff from 4 regarding him), or substories (Took them years to get to that point and typically every game has more filler than 0 does).
0 is also an anniversary game with a bunch of references to previous games, most notably 1, 2, 5, and Ishin.

K1 is not 1, it's a sequel to 0 wrapped up in a remake of 1. It's not intended to be played like 1 is as an intro game, it's intended to be played as a sequel to 0.
What about 0 -> 1 (ps2) -> 2 (ps2)?
I mean, you can, but K1 adds a bunch of new cutscenes to justify some massive character shifts for a major character in 0 who was a literal who who had like 5 total cutscenes in 1, and K2 has a thing in Majima Saga to outright write out a character otherwise 5 makes no sense.

The point of the whole game is that the Dojima Clan is disproportionally powerful and needs to be broken up.
Each one of those guys would be a Clan Captain ordinarily but they got comfortable.
