If you really can't win against him, try changing your PS2 time and date. Just start the fight, save, exit the game, enter system configuration and set the clock forward by at least a week, I think it works on every version of the game. If you want to defeat him in a fight however, you can use this code (Up Up Down Down Left Right Left Right Square Triangle
) to reveal The End's position on your map. You have to enter it every time The End relocates.
I didn't even know you could beat him any way other than having a sniper duel with him until after I'd already done it. He's not my favourite boss of the game -- that's The Fury followed by The Boss -- but the fight against The End is still one of the game's highlights. I killed him early one time just to see what the fight against the Ocelot Unit was like, but it just wasn't as fun as having a proper sniper duel. I never did the time change trick, as it seemed to lame to be worth doing. Also getting his camo was a fun challenge! You had to sneak up behind him and hold him at gunpoint.
Admittedly, the first time I played during my teen years, I used the ps2 clock trick because I was impatient. But I've replayed it multiple times since then and always go for the tranq kill.
If you want some good rage material, watch DSP play the game, especially for this fight.
It's really hard to fuck this fight up when a boss' attacks only deal damage to your stamina and you have 10 calorie mates in your equipment, which can refill your stamina instantly and completely. If you have the thermal goggles then the fight is a non-issue.
First time fighting him it was like going up against the Predator for me, took me like two hours of sneaking around to get behind him and just use the tranq pistol. when I fought The Boss I got my ass beat twice before I decided to run to the edge of the map and lay down with my SVD ready.

I did it the honest clueless way the first time, I enjoyed my hour. 2nd time knowing the game mechanics I got his camo.
