Delisted only means it's off steam's marketplace. If you previously bought the game, you can still download it off the steam servers. You can buy keys for delisted games too. I bought Prey a few years ago on a key site for like 4$ and it worked.
They're only removed from the store, delisted games stay in your library and still run on the steam servers.
This one had the same fate. Chinese game, gets briefly popular, turns out it runs on shit tons of stolen code - gets a fat lawsuit from ARK developer. They just delist it instead of fighting the lawsuit but otherwise everything still runs, still gets updates etc.
Funny thing though is that it only affects the Western players and given that this game is a faction alliance cooperation thing it means all the Western players and their servers shrink while the Chinese players dominate. You run into some hilarious shit where Westerners become like exotic rare unicorns in this game and you'll have literal hordes of Chinese trying to hunt you down and turn you into their slaves and pets.
Pretty sure you can still play it if you bought it, they didn’t remove it from your account. This is just another flappy bird, I honestly completely forgot about the game seeing how it was a FOTM and didn’t really care for that type of game
