If and only if he can wield different weapon types. If I wanted to be stuck with a one-handed sword the whole game I would just play fucking Portable. My favorite part of Persona 3 was switching weapons based on my party, especially when Shinjiro's death meant I became the team's sole axe user.
I'd imagine that the problem with The Answer is that no executive would ever greenlight an addition like that without inflating the price by an extra $30. Remember that the deluxe editions and all that rot don't ever actually include an entire extra scenario. So if The Answer were in the game, they'd probably demand to charge $130 for the deluxe version.

Most of it's just asset reusal; compared to the Third Semester in P5R, it's honestly pretty cheap in terms of the game itself. All the money for it went into cutscenes and voice acting; the cutscenes alone easily rival that of vanilla's. As a game, it's pretty devoid of value, but it also didn't cost them nothing to produce either.
