Is there a specific program these are animated in or is it just a case of using the same techniques in different programs?
I think because it's tweening animation made in a video animator it could be any of them. After effects or whatever. A sprite moved along a path at 60fps looks the same in every video editor.

Adobe has a character animator. But adobe programs are trash. But I'm pretty most of those 2D painter programs have kinematic animation
