High fantasy is merely a way to describe a type of fantasy novel with epic themes and story. It's got nothing to do with how the story approaches it's magic and fantasy elements
BG1 is low fantasy only insofar as the story itself is centered and mostly about the city of Baldur's Gate and the entire game is pretty localized. But the thing is that BG1's story can't just be separated from the larger narratives that continue in Shadows of Amn and Throne of Bhaal
The story of the 2 games is basically about the mortal descendents of the god of Murder and their impact on the world of FR. It's desively an epic tale and high fantasy in that sense.

There are multiple requirements for a story to be Low Fantasy or High Fantasy.
Having magic being widespread and known, part of the worlds technology, with magical races like orcs and dwarves and hobbits and elves, and some epic adventure at the core, makes it a High Fantasy series regardless of whether or not it takes place in some weird ancient earth.
