She has Swords Dance and a 160 BP STAB move where the only drawback is that it can't be used twice in a row.
The attack should have had no restrictions at all if they were gonna give Tinkaton 75 attack.
She can learn Skill Swap and Swords Dance.
I agree, why restrict her main big damage skill, if she doesn't have big damage stats, it'll make sense if she had like 100+ attack, whoever did her stats saw her as a Mix Attacker with average stats, above average Special Defense, and almost above average speed.
What are her defenses, speed and recover like?
I mean great she can take a hit and make her attk viable, but it means little if that hit kills her.
