They just change the order that you receive stat points from levelling up. It makes little difference.
Well it also changes what order you get skills in. Probably the biggest reason to go shield is because of the early second chance at 49. You get it at 85 with sword.
Oh nvm that's kh2. It's 49 for sword 36 for shield and 90(!) for dream rod.
Kinda insane to make such an important skill acquired so late.
It's fine, just slightly harder. Grind some if you have trouble.

Rod because the extra magic slot can't ever be gotten by any other character while everything else can be thanks to stat ups.

What you take determines your skill order and your starting stats. Objectively, taking staff is the best since you get leaf bracer early and you get 2 extra MP which is unobtainable otherwise. The defense and attack stats can always be earned by finding or synthesizing attack or defense ups. I just beat the game on proud mode and took staff and dropped sword. Optimally, take staff and drop shield since you want the early attack to kill bosses. You're going to die in one to two shots anyway early game.

Staff is the best playthrough but the hardest and makes you have a bunch of awful skills for ages.
Sword is the average playthrough.
Shield is the EZ mode playthrough and frontloads you with all the broken abilities.
Sword and Shield both give you useless bonuses by the end of the game while Staff gives you MP bars you can't get any other way.

Is this min/max?
Yes.
+Staff -Sword gives you the MP and also balances your stats so it doesn't take forever to get out of the intro.
Dusk makes it so the most annoying grind of the game (The ending) doesn't take as long since you won't have to Graviga and Thundaga farm the clocktower in Traverse Town for an hour or two more.

What's the best choice for a LV1 Kingdom Key only playthrough?
Objectively Rod is best. STR and DEF can be made up via stat up items later. Item capacity doesn't matter. The only way to get the extra MP is via the Rod. The biggest problem is you get Guard pretty late as a result which makes some enemies literally unkillable and a lot of fights more difficult than they need to be.
I give up the Shield for balanced starting stats.
Sorry, meant to say give up Sword. Gives you 3 DEF and 3 STR
staff for a harder early game, more rewarding late game
shield for ez the whole way, but you won't get as much magic points
