Not sure what Gsg sized means, but battles in Song of Syx are very similar to Total War battles from a top-down perspective, and battles can range from 20,000 to 20,000 units.
Player-designed cities can get just as big, as troops are levied from your actual population.

There are also Impression Games like Pharaoh and Zeus: Master of Olympus, but they're pretty dated relics, as well as the ANNO games.
Would you consider Stronghold to be a city-builder?

ANNO 1404 has some land battles consisting of setting down encampments and letting the AI do the work, but most combat in ANNO games revolves around Naval Warfare, sieging ports and running Trade Route blockades on your competitors. ANNO 2070 also has some air combat. Don't bother with 2205.

If you're looking for wars, just don't try with 1800. The ai is blatantly spawning resources not possible even when you conquer most of their territory. Last anno that has a respectable AI is 1404 Venice. Just get the official patch and you're good.
It's hard to tell which annos have decent AI. I remember playing 2070 and the oil guy just kinda expands a bit across islands... He's not a real civilization or anything though, it's just random buildings creeping across the place. Not a real AI player. I was disappointed in that.

I do have a soft spot for the Eco-Terrorist guy from 2070 because he doesn't even pretend to play the same game the player does. He just places down a harbor, builds ozone generators in every mine slot and then nothing else, not even a town. You could share islands with him since he leaves 99% of the space on them unclaimed (and the high ecobalance on his islands made it a good idea to do so for agricultural expansions) and he even liked you for doing it.
Definitely worth it - Protip, the Demo is literally the whole game, just trailing by a couple content updates. Just be aware that saves generally don't port forward if you do buy it.

1602 has land battles,1503 has land battles, 1701 has land battles.God I hate modern Anno and it's fans.
Settlers series. The city building aspects are kind of shallow but they changed things up every few installments. I think anons recommend 2 (which also has an apparently well-received remake) the most.
Actually fighting rebels is really a pretty minor aspect of the game and only T5 actually gives you control over military units and it's only really an outgrowth of an attempt at multiplayer.
There needs to be more mercenary simulators like Battle Brothers, Chapter Master, and shit like that. The management/tycoon aspects are what I would like to see more of.
Pharaoh and Cleopatra. If you're ambitious, build a slum city of 10k residents with 100% employment in only police officers and piss off the gods and pharaoh until they invade with armies that level a quarter of your city at a time but are eventually beaten back by your private police force.
Song of Syx is the only one that comes to mind for gsg sized warfare. Urbek City Builder has a tower defense DLC that was just released.
There's a lot of colony sims that have raiders that will occasionally attack and try to ruin your colony though.

Anno 2070 has a good variety of military units and the city building is less complicated than in Anno 1800.
