They barely show Johto Pokemon in the anime even with the amount of fillers they have.

Gen 2
to be fair, if someone had never played gen 2 and started with Gen 3 its an easy mistake. Slugma and Skarmory are obtainable fairly early, Flannery used two Slugma, Skarmory used used by Winona and Steven. and there's even a huge Plot relevant volcano in Hoeen to justify the connection with Slugma.
Depends, if you only have Gold you can play it never knowing about Skarmory, I don't think it's used by any trainers.

No it's a common thing for gen 2 mons that are either locked to post E4 or exceedingly rare that are more common in Hoenn. There's a good handful of them. People get their first memory with that mon on their team in gen 3 and think of it as a gen 3 mon. Jasmine didn't even use Skarmory.
I'm a huge Johto fan, but even I think they messed up with Skarmory. Literally no trainer uses in the entire game, and the only way to get it is in the final route available after reaching Blackthorne, the literal final town of Johto, a route that is completely optional and with a low encounter rate. If you didn't have a guide or watched the anime, it's no wonder why most people encountered for the first time in the Hoenn games, where it is more much accessible + used by important trainers.
Game Freak's KANTOOO obsession meant they they didn't want the new Pokemon to become popular out of fear of overshadowing GenWun, hence Gen 2 pokemon begin treated like filler in their own game.
Don't forget, it's only in Silver.
I am pretty confident that I never saw Magcargo anywhere in Crystal and didn't know about it until I saw a gen 3 episode of the anime

Either traversing Johto Route 45 or the local Tazo ('Flippo') craze that existed prior to Gen 3. I distinctly remember obtaining a Skarmory one.

And they didn't see it there either, or take notice if they even did watch them or collect the cards. Not everyone did this, I certainly dropped the show during Johto myself, but I had Silver and already knew it existed.
So? Togepi was in gen 1, Maril was also shown early, and Munchlax, Snubbul, Ho-oh... They do this all the time, other media doesn't always show it at the right time. What I said still stands.
Over 20 Gen 2 pokemon debuted in the anime after a Gen 3 pokemon.

nta but I know for a fact that Togetic and Typhlosion didn't appear until the Hoeen era, the former because the Johto anime written to be babyish filler so they kept Misty's Togepi as a useless lump and the latter because TPC has always hated Typhlosion and didn't want it to overshadow their precious CHARIZARD.

When the Corviknight number spamming schizo started spazzing out about his Pokémon getting beat up by Pink Goblins and a few Skarmory posters were making fun about how Skarmorys chased off Corviknights from Galar into Paldea where things just got worse for Corviknights like losing their job and getting pred upon by Pink Goblins, so they are forced to hide underground in Area Zero which it doesn't get a break because Talonflames which eats other birds are also in Aera Zero too

i also thought it was from gen 3 but i didnt play gen 2 when i was young so its easy to see how it happened for me. it also doesnt fit in well with the more round/simple/cute designs of gen 2.
I don't remember exactly, but I know I caught in gen 2. There was Pokemon Stadium 2 where I learned about some pokemon, but there was also a guide at a daycare so it could have been either of those. I remember explicitly learning about Scizor from that guide.
i started with gen 3, but it didnt even take long to find out it was from 2 since i'd watch a bunch of stadium 2 videos
the average fan today was born after Gen III came out so they probably don't even think about when Skarmory was introduced beyond the fact it was before their time
I can totally understand why people would think this, but I was heavily invested in the tcg, so when the gen 2 cards came out I was all over them. I even got a german skarmory back in the day that I still have, thought it was cool as shit when I was 12
