    Basically each primarch had a niche they filled, a theme they represented. The whole aspect of the emperor's psyche thing going on. Once you figure out whats left you can narrow it down to what would be most useful for the crusade or the primarch vs primarch purge that would follow since big E would likely want them destroyed after conquering the galaxy for similar reasons to why he purged the thunder warriors.

    9th could be as simple as he chose death rather than submission to the emperor.

        Angron was an empath so I think the Emperor intended for him to live but he was a broken tool when he found him. So I think ideally he wanted to keep all of them but them being scattered and raised by different circumstances complicated the matter.

    The missing Primarchs will be women, they were purged from history because they were actual mistakes that Emporer didn't want anyone to know about. It turns out the quirks of the other Primarchs were all planned for, just traits he intended to take advantage of, the Emporer never intended for Primarchs or Astartes capable of breeding, as a new race of superhumans taking over wasn't his vision for humanity.
