It's stats aren't bad but the whole jack of all trades even stat distribution pokemon tend to not excel in any one thing like minmaxed monsters do despite them having crazy high BST like Kingdra, Arcanine. It's fast, but not fast enough to beat other faster pokemon, it's strong but not strong enough to get kills like stronger pokemon, it's bulky but not bulky enough to take hits like other bulkier pokemon with better defensive types.
It’s stats really are not that great.
It’s best stat is 110 Atk, only other stat to reach triple digits is 100 SpA.

It’s movepool isn’t really great either, despite getting pretty good moves.

No point in using it in RU when Marowak has Ghost STAB and Thick Club, and also Incineroar entirely outclasses it with better bulk, moves, and typing.

Steel literally defines the type chart.
Fighting and Fire were completely ass typings in Gen 1 (a gen dominated by Normal types btw) and became nearly required coverage Gen 2 onward because Steel is that influential.
Ice went from the best offensive typing to above average because Steel (also technically Fire) resisted it in Gen 2.
Ghost and Dark went from good coverage to some of the best coverage options you can have in Gen 6 despite Fairies because Steel is that important.
Giving Haxorus part Steel typing more than makes up for the Ground/Fighting weakness by giving it a ton of resistances, immunities, and making types neutral. You also get STAB Iron Head for Fairies.
There really is not a single Pokemon that would be worse off with Steel, and that even includes Rock types.

If you are going to give it Intimidate, don't give it Steel typing since that makes it vulnerable to Steel and Fighting
How many physical Ice and Fairy types are you switching Haxorus into? Not many. You'd switch it into Lando-T and setup on it.
Make it Dragon/Fighting instead.
It's a battle axe, so it kinda works out, and Fighting is better offensively than Steel.
Haxorus doesn't have much in the way of defenses, so a defensive type is a little redundant.
I'd also recommend an ability that boosts damage, like Sheer Force or something similar. Again, Haxorus is built to attack. Lean into it.
