It’s due to how much the games themselves play up the character’s “sexiness”. From talking like a dominatrix in cutscenes to moving like a pole-dancer/stripper in gameplay, the games try REALLY hard to make you think she’s sexy at every possible moment.
When she doesn’t actually come across as attractive or sexy to many people, in large part due to her spindly inhuman proportions and hollow delivery of her lines, that shows an inherent flaw in game/character design. They should have either just not gone the 300% sexy route, or actually put in the effort/research to do sexy right.
