Only really matters if you can actually play the new maps. Casual is still a mess in North America, and the only server that's willing to play new shit on the reg is the Furry Pound, and it's always full.
They're not the bots you meet in matchmaking, although yeah, 1/5th of all players being bots in matchmaking is about right (at least for NA, as it's 1,168 bots to 5,085 players). The vast majority of TF2's numbers are main menu crate bots.

Overwatch never threatened TF2, the games are only superficially similar.
TF2 has Source DNA of being a Dedicated Server centric experience while Overwatch never went beyond being a porn game.

Team Fortress 2 is a Valve flagship that had been a (neglected) free to play game for 4-5 years. People who played TF2 were invested, most figuratively and some literally.
Overwatch was a 60 buck title from Blizzard. Blizzard had its own ecosystem of invested drones. While Overwatch did benefit from "mainstream" interest, it fundamentally did not pull that many people away from TF2 long term, nor did it take away potential players from TF2, because frankly said, there weren't many potential new players for TF2 in 2016.
TF2 mostly competed with other Source titles and mods.
Overwatch competed more with League of Legends than it did with TF2
