For example, in the case of Catwoman here [...] of course that panel is blatantly intended to draw attention to her sex appeal but Catwoman as a character has plenty of other things going for her, she's also a competent fighter and thief who demonstrates intelligence and has her own motivations and backstory. Her sex appeal also isn't just tacked onto her character haphazardly but rather forms part of her mysterious, alluring and unpredictable femme fatale personality, as she plays both a foil and love interest to Batman. Overall, I don't think it's fair to call Catwoman a sex object. Sex is an integral part of her character, sure, but in my opinion that isn't automatically a bad thing. She's still a person outside of her sex appeal, not an object.

Also as an aside, I don't think that old comparison of making every male character extremely buff and shirtless really works (although now I think about it, it is very common in Hollywood these days, perhaps as a knee-jerk reaction). The reason is that, compared to men, women don't respond sexually to direct visual stimulation in the same way. Instead, women are more attracted to a man's image/aura/vibe/whatever you want to call it, which is more abstract and less standardized. So it's a lot harder to come up with a female gaze/male objectification equivalent because of the way women think about men. But for example, the fact that women are much more likely to go for a confident, rugged, leader-type hero is probably part of the reason that archetype is a lot more prevalent in fiction than the whimpy, boring doormat, who is usually the comic relief. Even in the classic "hero's journey" story arc, the end-goal of the male protagonist's character progression is almost always to be a man that women will be more attracted to. I wouldn't call that male objectification exactly but it does show that the female gaze has an impact on media. Even if creative decisions are largely male-driven, the female gaze has an impact because of the simple fact that most men want to be attractive to women. I have a sneaking suspicion that a female-driven creative landscape that is allowed to naturally proceed without any conscious efforts to subvert the norms of a male-driven creative landscape would probably still produce examples that some people might consider female objectification because again, the line between "sexy" and "sex object" is blurred and most women do in fact want to be sexy to men.
