Is this Alucard? Why doesn't he show up in the story?
I recently played Rondo of Blood, the original for the PCECD not a remake, and it lived up to its reputation as one of the best Castlevanias. Good controls, good challenge, lots of replay value to find the alternative exits. My only real complaint is that the music is a little bit lackluster. The good tracks are remixes of previous themes and not a single remarkable new track.

Why should he have? Rondo is from 1993, way before SOTN was even thought of.

That was a completely different Belmont. They change each game unless it's Simon, who gets special privileges.
Why would that even matter
Because there wasn't much lore at the time. There was no expectation a side character from one game would show up in another. Why specifically ask about Rondo? Why not ask why Alucard didn't show up in Super Castlevania IV or Bloodlines? Same idea. They just kept coming up with new characters rather than recycling old ones until SOTN rolled around.
Well if those other games had a distinctly humanoid shadow like that I'd also ask if that's Alucard.

It's just kind of a weird question. The reason it's not Alucard is because the idea that he'd come back hadn't been thought of yet. Sure, I guess you could argue they were being VERY forward thinking and foreshadowing his return but that 1) doesn't jive with SOTN's story, and 2) is implausible since the two games are four years apart and had different dev teams.

It's the same Alucard, which is why Alucard fights doppelgangers of his old friends in SOTN.

Music taste is subjective. The alternate stages have the new music and they grew on me after repeated playthroughs.
Alucard does not show up because he is in a slumber during that time. He only wakes up after Richter turns evil and takes control of the castle.
The Scarlet Pimpernel takes place at the exact same time so maybe it's him.

Could be. Game's full of callbacks and I think this was just a little easter egg, not any sort of visual storytelling or foreshadowing, but could be.

Stage 1 and 5' are certified bops, but I'll concede that the style is overall a bit too 80s and synthy for the theme and setting. I imagine they went this way to match the anime sensibilities rather than gothic horror.
The most convincing theory I've read is that it's the protagonist of Konami wai wai world.
As for the music, I still think it's great as most Konami stuff from the time. But I like the Dracula X SNES version of Divided Bloodlines better than the Rondo original.

I could've sworn they said this was Dracula in an interview, but I can't find it. Alucard didn't wake up until Symphony of the Night.
Lore-wise it is impossible to be Alucard because he is sleeping during this game time period.
This is explicitly stated during the intro to SOTN.
Behind the scenes I would say that yes this is intended to be Alucard and may be either a simple easter egg reference or a remnant of something that was planned but never finished.
It could also be Dracula himself staring down at Richter. Dracula wears a cape too.
If I was a kid playing this game I'd assume it was Dracula.
I think it's worth noting that a lot of Castlevania covers have this motif of Dracula looming over the landscape from his castle. The more I think about this the more I think that's supposed to be Dracula.
