Maybe I'm high on copium, but I think these four are the more in-depth companions he talked about in the Lex podcast, but there are other less fleshed out romances like in Fallout 4 and Skyrim
The way he phrased it in the Kinda Funny interview was somewhat ambiguous and it seems really weird to do just 4 romances in the whole game all tied to a single faction

there is only like four romance options in the whole game. For females I am certain its 1 and 4. Will have to wait for mods if you aren't a gay.
the way I interpreted what he said is that four of the companions are romanceable, but there could be more npcs to romance. like in skyrim.
