I didn’t overly mind it, the game made it clear from the start that in this version of events she’s absolutely fricked up mentally from RE1. What I really did mind was changing out the “I’ll give you STARS” line for no good reason, and the clock tower being cut. I’d have probably rated this game a lot higher (still beneath the 2 remake though) if they’d kept the clock tower and had more puzzles.

In my headcanon she did. RE0 - 1 - 2 - CV - 4 - 5 and that ends the Umbrella Saga. RE3 has no impact on the franchise overall except the destruction of RC which is talked about in RE4. Literally a useless game besides Nemesis being cool

I think it's fitting that the remake of the first one stays as a reminder of the franchise's roots while also being routinely heralded as among the finest examples of that style of gameplay ever created.
