My favorite is when a planned element gets halfway to implementation but ends up abandoned. Makes you wonder how much was finished before they had to give up on it. Some of that shit was probably even major planned elements, like entire levels or characters.

No. Every time it's brought up people will say that's it's obviously because of this or that, but no one knows for sure.
in the betas that leaked a few years ago I'm sure some of the beta maps had trucks in them, a bit of scenery for the towns.
my guess is perhaps this map was going to be accessible as an extended harbour/dock area and this sprite was just plonked there before they decided not to expand on the area.
