Therefore, it took about 16 months to develop one chapter. Assuming development starts immediately after the release of each chapter and each chapter takes about 16 months to develop, chapters 3-5 will release in September 2025 and chapters 6-7 will release in May 2028.
Therefore it is highly likely that if there is going to be a release, it will be because Toby couldn't wait to blow his load and decided to release Chapter 3 on its own.
He probably made the decision to do so this year, which would explain things like starting the translation before chapters 4-5 were ready to be translated.
I chalk it up to him stretching himself thin with collabs and side projects, as well as becoming lazy off his success. More than likely burnout is a factor too
