      I think that's part of the deal of making it easily reversible in the event of a Steam shutdown. They always said that measures were in place to remove the DRM in the event that Steam ceased to exist. They'll probably release a drag and drop universal crack themselves.

        It literally says in the Steam EULA that you don't own the games you buy on Steam and that you Valve can revoke your access to them at any time. Valve isn't going to remove the DRM in all of your purchased steam games if Steam was shutting down since they have covered their ass already, Valve doesn't have to do anything. Also, they can't remove the DRM from other developers' games

          Valve has repeatedly stated that measures are in place to remove their DRM in the event of a shutdown. Their legalese doesn't change what they've stated many, many times over the years. They can remove the Steamworks DRM which accounts for the vast majority of titles sold on there.
