Dragon was still a borderline mythical type at the time, and there being more Dragon Pokemon would have taken away the mystique unless they opted to shove every last one that starts out as a dragon in Dragon's Den.
Too bad, they wanted a "gotcha" moment where the presumed final boss had a super special type that resisted all of the primary types of the starters, only to reveal he WASN'T actually the final boss and your rival had already beaten you to the championship punch.
